Thats the main problam, coaling stations have main intention of resupliing steam ships with coal and doing repairs to existing ships, for building new, you need harbor or better (naval base, but it is only needed for building of advanced ships, which come post 1880).
For RR - build it first strategicaly - in regions with production sites with produducts which you like to increase production (having transport efficiency 60 or 100% makes diference), anfter you fullfil this, start creating strategical lines.
For improving roads you can allso try under colonial decision use improve roads, improving from tracks to road makes difference to travel speed.
For 1 offence/defence - it is TOTALY normal for early units, you will have better off/deff as time progress, first breajkthought is replacing muzzle loaded wepons with breach loded (you need to research it and then upgrade existing units).
Even if units have 1/1 that doesnt make them equal - they differ in ROF, range (spears are only mele, rifles are short range + mele)..etc.
And if you want to figh khiva and similiar - try using colonial units - which have C in his mark, they fight them better than normal line units, or at least dont have so big supply problems.
And using of your best leaders to fats finish them is needed + watch your command limit, dont get over him, for every point over it your unit fight less effective and move slower.
