If I buy this and install it, do I need to re-install 1.03 patch on top of it again?

Install the patch before, it's better and safer. The DLC does not ask you to repatch afterwards :cool:

Will this DLC change the base game at all? It mentions new techs and units.

Just wondering, what are the playable nations in this scenario? All the nations involved in the real scramble (just curious if Portugal is present)?

It would be a bad new Ageod marketing, if DLC become mandatory. I think the new techs are only usefull for the DLC, but I may be naive.

No, nothing from the base game will be changed. All the DLC does is add a new "story"....by the way, it's designed to work with a fully patched game (1.03)

Or maybe I'm used to the patching on Ageod games, which may add features for free...
Seeing HoI3, this game becomes expensive to being complete.. I think many games on Steam have followed this way too: TotalWar games (Empire one!), Civilization V (still not complete...), ..

I believe it's a fair way to promote a game and stimulate the developers (who have to make a living too!) develop it further. Indeed I see this trend in the industry, especially regarding Paradox Interactive. However, you should complain only if you get a "maimed" game. HOI3, as you mentioned it, could even be played as patched v1 (meaning without its DLCs). The added functionality from the DLCs is extra, nobody promised you that or forced you to buy it.

Same story for PON. Playing 1880 is included in the 1850 campaign after all.
