Province/city "uncontrolled" even though I have a unit there?

Playing the Caesar vs. Pompeius scenario, I've taken Thessalonica, and currently have a Praesidium unit there (built in the province). Yet the interface and also the victory screen say that the province is uncontrolled. Why?

If the loyalty is less than 50% then you need a regular unit in the region to qualify as controlled for the victory points.
