Endless garrisons spawning

Playing a game as Russia I’ve come across a strange bug. Both France and Britain surrendered to me early in the Crimea war due to naval losses they suffered off Odessa, but they both still have troops on Turkish soil even though they are now both neutral.

A couple turns ago I attacked what I thought was a lone Turkish garrison element in Constanza and was mystified that there were 3 or 4 different fights generated against single garrison elements defending the city during the turn, and at turn end Turkey still held the city. I had only seen one element inside the city with a mouse over during turn plots, but I assumed the other elements must have been concealed or something and played on.

The next turn my army failed activation, so no attacks were made. This turn there were another 5-6 battles against garrison elements launched, and it now appears that new garrison elements are spawning endlessly every time I eliminate the old ones. The only thing I see that might be causing this is the fact there are neutral French and British troops in the region outside the city.

That's what happens when Neutrals are present. The current game engine (1.02 and 1.03) allows neutrals to stay in place. They deny the attacker 100% MC, and thus the garrison keeps popping back up each time you kill it. You must re-declare war on the neutrals, or find somewhere else to attack.
Remember - The beatings will continue until morale improves.

Yikes!

Will the AI Britain & France ever withdraw it's neutral forces from foreign territory, after an overseas war, or do they just leave them there?

I suppose if they had some spread out enough in previous wars, then quite a few places could never be captured without attacking the nations of such lost units. :blink:

They might move them, or might not. If the AI thinks it needs to then it will (and who can read the AI's mind?). Yes they may be spread everywhere, but if passage rights are revoked, then the offending neutrals are kicked out. So you have to wait for relations to go down a bit (maybe a lot), and the AI will eventually kick them out (may take a few years however).
Remember - The beatings will continue until morale improves.
