Getting Resource from an Unfinished Factory

Hello, today i saw two deactivated factories in economical structures tab, although those two does not seem unactivated in the economic mode. I activated them but a turn after they were unactivated again, although i got the output to my stockpile. While i am trying to find an answer in forums, i noticed that those two factories are being built right now. In short, i am able to get resources from my unfinished factories. I wonder if it is a bug or not, what do you think?

makes me curious, i remember it as follows...

even if the structure is on strike the F4 screen is going to show the production of units AFTER shutting down and opening it manually either in the F11 or by close/open all of this resource extraction.
but obviously you dont get additional resources since at the end of the 15 days its on strike again.

If the structure is under construction, same effect happens.

But after you finished it for at least 50%, you have this effect in F4 shown even if not closing/reopening.

i never couldnt really say, that i actually got this announced units from the structures under construction, but in one case:

if the construction would be finished before the 15 days of the next turn ended...
