I would give Sweden to the Austrian player and Russia to the French player, with some way to avoid those players from shifting cossacks / leader from one side to another.
3 players would work just as well:
1. Austria+Russia
2. France+Sweden+HRE
3. Prussia & Co
But I disagree with you on stopping Russia. In multiplayer, most opponents I have faced abandonned Königsberg without a fight. Moreover the fight for Königsberg isn't as onesided as you paint it. Sure, a good Prussian player can make it hard to take the city, but it will cost him. If I remember correctly, you committed your best defensive general as well as several new artilleries to the undertaking. It weakened your other fronts and still couldn't prevent Baris from eventually conquering the city (after he had lost two years and a lot of units

) Most importantly, I believe a good Russian player can find ways to overcome these stalling attempts. Finally, Russia isn't exactly limited to the fight for Königsberg. They always can raise hell with their Cossacks virtually anywhere.
As for Sweden, they can be easily crushed if the player takes the offensive too early and too aggressively. But if played carefully, they are likely to survive. If Prussia commits a major army against Sweden, they can - as a last resort - retreat inside Stralsund. With the amounts of supplies and artillery Sweden has at its disposal, Prussia would have to commit a major part of its own forces (especially its artillery) over an extended time to take the fort. As a consequence, one of its other fronts is likely to collapse.
A good strategy with Sweden is to make a lot of noise but don't risk battles unless the odds are heavily in their favour. Most importantly one should always keep close enough to the base to be able to retreat in a rush if Prussia commits a serious force. With Cossacks all over the map (which one should do), Prussia won't be able to surprise them. As soon as one of the other faction gets close to Berlin, the Swedish can be committed in earnest.
