Foreign Intervention!!?!!

Ok...I am the CSA and it's Nov 1861....I just used the W key to scroll through all my fixed units..after using the E key, just to see if I had left anything entrenched I wanted to move...and it scrolled through all of the British and French forces...does this means that I have achieved foreign intervention? I have not received a message (double checked). All of the units are currently fixed, but I can click on them, they highlight and I can view them and even can select the bombard order for a fixed battery!!

What's the deal?

You haven't received intervention. And choosing the bombard button doesn't matter as the foreign countries aren't involved in the war. But yes, you can scroll through; although you will notice that all the units are locked.

All forces are assigned to either the CSA player, or the USA player. The program assigns the Europeans to the CSA (as locked unusable forces) until FI triggers. And no, you have not triggered FI yet.

This can cause some confusion about other things. For example, at the top, where it shows supply, they add to your supply totals (as listed there), but you can't use the supply (they did in earlier versions - don't know about 1.16). This makes it appear that you are producing more supply then you actually are.
