be more precise please:
1.) it is supposed to fire only once a year
2.) if it fires you get mainly additional replacements for infantry, militia and cavalry
3.) you COULD get additionally reserve units
SO, does the button still reappear all time, does the PM not fire if you click on it, does it not reappear... and of course if nothing happens, there wil be no message

well thats the problem. not a single sign that I even asked it to do somethin.
I click on it , pass turn and its still there.
I know there are fail rates but I never get notification "parliament has refused " or similar.
anyway if after one year of clicking on it it still fails, the parliament would have a real grudge against me. ( or be austrian spies)

First you want the treaty of Plombiers. This will occur between mid '58 and mid '60 if Austria has Venice and Lombardy, Italy Has Nice and Savoy, Italy and France have good relations (>25), Austria has poor relations with both (<0), and neither have a defensive treaty with Austria. This gives Italy a defensive treaty with France, and Austria a CB against Italy.
In '59 if Italy is at peace with both France and Austria, and Austria holds Venice and Lombardy you will get the Piedmont war footing events. This gives Austria another CB and costs them 1 morale, and 50 VP every turn they are at peace.
This is what drives Austria to war - but it doesn't force it, if Austria can take this for 10 years there will be no war.
If Italy gains Lombardy before '66 and the Treaty of Plombier was signed then France gets Nice and Savoy.
wow, thats good information. well great if I remember well, that was about the time I had a crisis with piedmon, destroying relationships. probably because I put all my troops at border to get ready for assault.

Sagji, you've clearly done the research on this, and a nice job of translating event script into narrative, so I hesitate to quibble. However, if I understand the Italian Unification Events.sct file correctly, the morale and VP penalty suffered by Austria lasts for only 20 turns after Piedmont goes on war footing in early 1859. Playing Pied-Sard, I have the largest force I can muster in Alessandria, threatening the Austrian garrison in Milan, and twice as many French troops in Northern Italy waiting to jump into the fight. (Treaty of Plombiere is in effect, and I've given the French right-of-passage.) Still, I can't provoke Austria into a crisis, and the 20 turns are almost up. I suspect this is due to a "leak" of Cavour's secret negotiations with the French, and that the Austrian AI is aware of our defensive treaty and doesn't want to tangle with the French. This makes entertaining intrigue, but not very good history. I'd be interested to know if you or anyone else has been able to recreate the Franco-Austrian War of 1859.

Your are right the effect will only occur 20 times - there is a 10 year window in which it can fire.
Maybe your problem is you have too big an army, or that it is on the border - so is frightening Austria. Another possibility is if both you and France have muzzle loaded rifles and the dryese needle and Austria has neither.
Austria won't declare if it doesn't think it has a chance.
If the evet runs out you could always dow Austria - their morale will be low, and France or Prussia might join you.
