Recruiting BLA Colonial Bde

Patched to Oscar - MC GBR.

I am unable to recruit Colonial Bde in Africa or India. Surely this isn't correct?
No problem with Gurkhas in Nepal. Where can I recruit (build) colonial troops?

Freetown in Sierra Leone at the start and then later on in Accra, Gold Coast.

The trick is that you can only recruit in a city...Black Troops are available for GBR recruitment from 1850 onwards, but ONLY when a city exists...if no city, no build is possible...therefore there is no "date" per se, you must wait till your colonial empire in Black Africa is urbanized enough...

FYI, Northern Africa and South Africa are NOT in the Black Troops recruit zone...

Non-Black colonial brigades have no geographical limitations BUT still require a city to be present...

I am building them in my current game, with latest patch , in Freetown and there is NO city present.
I am building the post muzzle loading rifle tech version with a range of 6 and rate of fire of 2, 1850-70 troop type if that might make a difference.

It should not make a difference, all those black Troops have the same conditions

In fact, I just noticed that in the latest DB of patch Oscor, the condition for building was changed from city to harbor (mea culpa) in order to ease the initial restrictions on building
