"FRANCE§§The revolutionary upheavals of 1848 resulted, in France, in the establishment of the short-lived Second Republic, which adopted the slogan of the first French Revolution: “Liberté, Égalité, Fraternité.” A 1852 coup, however, swept away the unstable Republic and established the Second French Empire under Louis Napoleon, nephew of the first Napoleon.§As Napoleon III, the new Emperor imagined himself an enlightened ruler and instituted many reforms, including universal male suffrage and opposition to the oligarchic order sustained under the monarchies that followed his illustrious uncle.§ At the same time, Louis Napoleon moved to repress many of the egalitarian principles of 1848 that he had pledged to uphold: parliament was greatly weakened, speech and the press were policed, and nearly all power was concentrated in the person of the Emperor.§§The France of the Second Empire passed from a primarily agricultural to a primarily industrial economy, joining European rivals in the new world of the Industrial Revolution.§Louis Napoleon would involve France in wars from Mexico to China and in colonial experiments aimed at keeping pace with Great Britain.§§The greatest challenge, however, would be to upset traditional status quo kept by anti French holy alliance system while keeping revisionist powers and forces in control to prevent unleashed nationalist forces to turn against France."
