hm, its to bite into citrus.

normally to build resource extraction sites will draw the people to the place but until they are there you will have no resources earned due to lack of workforce.

immigrants and railroads give you very very slow effect and are not enough to get a piece of mud to a prospering city.
in the contrary, immigrants may even lead to loss of MC in the area and you will have problems to build at all

mostly you must rely on scripted events for your country.

for the last two patches i even waited in vain for cities, like in iron range, i had in prior patches (GC US), they were never be founded in the 1850s, as they were in past, by same style of game

well, NY is a good example, it gets 50 population points by immigrants each year at least.
if you dont use further infrastructure and just build as much as advices in the B-tableau, it will need nearly ten years to get one or two more levels of city.

but in the same time, by heavy investment Chicago and Washington starting low, can be improved to 6 levels of city....

as far i see its more or less as i wrote, rely on events and concentrate on important resource sites or places of heavy industry.

the cards improve the population on basis of the EXISTING population, depending of classes of population.
as more is there, as higher the gain.

i think yo did all what you can already... stick with building resource extraction sites if you can.

i recall, i observed that even building a depot has some effects on the region, but i am not absolutely sure.

for West Canadian territory there are some events end 1850s and mid 1860s, its still independent in early game and goldrush there and at the US border will make it more civilized over time.
it must be integrated in the east canadian dominion and thats unfortunately event based either

(they even have stolen my population from California, as historical)

you are mistaken

in IRONRANGE Minnesota, i invested two iron mines, and had a city once within 4 years, meanwhile the capital of the state was added by event only.

problem, this changed by mysterious ways and for the second or third patch i never saw this kind of cities again. also the rhythms new cities are introduced on the map changed... there are some discussions about observations about it.

however, final point is unfortunately we stick mor to the scripted base, than to card and cards have higher impact in areas of high population, than in low.

see it that way:

resource site demands workforce,

workforce comes,

population increases,

card impact will be for higher than before...

but still not enough for sudden terra forming from mud to metropolis ;)
