Well the Bavarians, Saxons and Wurttemburgers should get replacements if we are to follow historical precedence. The military conventions of incoporation kept them 'apart', ie till WWI each had a seperate recruitment and replacement systems within the overall German Army (though for the Saxons and Wurttembergers they were numbered along with the Prussian corps). Hanoverians, Hessians, Holsteiners and Badeners were incorporated as military or corps districts of an expanded Prussian army, though a lot was done not to 'mix' different states armies since some had old traditions that were useful. Of course WWI wrecked the whole system, though the Bavarians seemed to have kept their seperate organisations while smaller elite formations like the ski troops accompanying Rommel were all Wurttembergers. Don't know if its possible to have it in the game - it would have added flavour for the faction.
I can confirm that the minor German States militaries recover eventually but as you said, if they lose a whole element, it can't be replaced. Same applies for the tribal levies. Interestingly, tribal forces upgrade over time to native regulars which can be useful. Especially useful are those large levies of 6 units which when upgraded can prove to be decent garrison force or excellent extras in deep ranging expeditions.
Regarding tribal forces - are these the only African forces available for the Germans? Can African Askaris to be recruited as Germany?
