...then who the heck are they? Getting an error every turn, looks like it should end in a couple years on it's own so not losing sleep over it. Prussia definitely still exists on the map.

The official tag is GER (a new nation is not created when Germany forms, rather the GER tag which is both Germany and Prussia). This event is probably incorrectly using the PRU terminology (should be GER).
