Military control change in 1.01h

I'm not sure if it was a deliberate change but MC is radically different in 1.o1h vs 1.01g. I'm playing the US and in 1.01g I was gradually gaining MC over the plains Indians by swarming all over them with troops. This brought MC to 50%+ and I could get on with developing them. In 1.01h this stoped completely and my control ran to 0 in no time at all. Even if I camped a big force on one region it would not move up at all. Eventually as an experiment I decalred war on the Cherokee and cleared the plains. Now I have control and can get on with bringing migrants in etc. Is this the only way to develop a protectorate with indigenous active units. After all although they were roaming about their lans I could not attack them or anything until I decared war on them

Yes, you must be at war to gain MC.
