No black ship coming

It's now 1858 in Japan, and still no black ship or even Cmdr. Perry in sight. Have I overseen something?
Japan has two sidemissions: most fish and rice for 10 years. Until now no message about this in the messagebar. But the missions "greatest fleet" and "greatest army" are yearly announced in red the bar. Is there somthing wrong too?
And if Perry does'nt come, is this good or bad for Japan?
On F1 you see Japan's tradepolicy is "closed market". But on the beginning I can sell and buy goods to and from outside. Is this correct?

The difficulty here is, we cannot force the AI to move vessels and units to a particular region. I suppose we could have an event that does this, then it is somewhat contrived...

Maybe the event could be expanded for the US to have a ship/fleet stationed anywhere in Asia?

This is fixed (I guess ) in next patch, as I also added an AI event that will show up Dutch 'Black Ships' automatically if the USA does not show up....this almost happened historically
