#1 Concern: Slow interface and terrible scrolling. Have to click 10 times to "open the box"

I had (have?) the same problem in the laptop. Try this and see if it makes any difference: in the compatibility options of PON.exe check disable desktop composition.
In options and system, check error logging.
PON now will display the fps in real time, disabling desktop composition I get up to 25 fps most of the times, before 5 fps

Since no one has ever played a whole game, and their are many problems already, what game stopping problems will we find after 800 or 1000 turns. It could be an enormous waste of time.

Perhaps an option to turn on/off animations would be good?

P.S.: 3) Is a semy-serious issue, but I guess I'll enjoy the time playing whether I ever complete a campaign or not ;-) ...

Can you measure the fps checking the error logging option?
Not disabling and disabling desktop composition, up to 5 and 25 respectively?
Are you using a laptop?
