Increasing Conscript Points

I know every 6 months (or a year for mobilization) you can add a ton of conscript points.

And I know there are certain generals when placed in cities (Banks, etc) will increase conscript points per turn.

But is there any other way to increase conscript points per turn? How are conscript points calculated for each region?

I see (in my current game) that Washington DC is giving me +7 conscript points while Baltimore is giving +1. Is there to change those numbers by... doing anything (aside from the recruiting generals)?

The only other ways to increase conscripts per turn that I can think of off the top of my head would be to capture cities with the little tent icons, and/or increase your national morale coefficient by winning victories (you can check your NM coefficient by hovering over the NM score in the top left corner - it should read something like, e.g., "NM Coefficient: 120%"). Beyond that, I don't think you can increase cities' base CS points per turn, no. But I could be wrong.

The city you place your recruiting generals in also makes a big difference. Base loyalty of the city also has an impact so placing Burnside in Richmond will not give you as much a putting him in Washington.

Washington is a smaller city than Baltimore but gives you more conscripts. I don’t know if it is by design or a matter of loyalty.

I am not 100% sure which cities are best. But my guess is to place them in the largest cities in your best recruiting states. That would be New York, Washington, and Philadelphia or Chicago (both states are base 6). Boston may be better but I don’t know how many conscripts it provides.

You have three Recruiting Officers early on. Banks, Burnside, and McClernand. Depending on where they are placed and your NM they can each give a boost of between 9 to 11 conscrepts per turn.

Sickles comes in Dec. 1862 but his bonus is for partisans and volunteers. I don’t know where he is best placed. Maybe Kansas or Missouri?
