Land Purchases

I'm just starting to poke around the demo. I have to admit it's a little overwhelming, but in a good way. Starting as the United States, I see that my number one colonial priority is Alaska, with Russia already having a strong CP there. Checking out the diplomatic options, I don't see an option to repeat "Seward's Folly" and try to buy Alaska. Does this mean it's an event that the US player can expect to happen at some point? And does this mean this is the only instance of this happening? Is there some way for the U-S to offer to buy Cuba from Spain, or perhaps Great Britain offering to purchase Goa from Portugal?

SEward's folly and the Gadsden Purchase are in the game as events...same as the events for Cuba....colonial "purchases" are not for the time being
