Building Forts

Just spend some time reading all the previous threads about cities and I'm still hazy on building forts.

Big question - are the forts basically built INSIDE a city? Thus making it a "super city"? Or do you merely have to have a city in the region and the fort is built outside.

I think I might run an experiment game of the 1863 scenario just to see what a player built fort looks like.

I just ran an experiment turn and the fort appeared inside the city. The troops inside the city then were referred to as being inside the fort. Guess I answered my own question!
