Armies and Units in the Winter

Trying to get a clear understanding of what to do with units in the wintertime. When it starts to snow and the ground freezes, should one move all their armies and other field units inside cities? This seems to go against the trend "cities are traps" but yet a lot of the manual speaks about attrition due to sheltered units in the frozen cold...

You don't need to put your troops inside the city. Being in a region containing a city (without being in the city) is sufficient to avoid winter attrition.

If you are not in a region with a city but there is a supply wagon, attrition hits will be converted to supply consumption.
