Odd outcomes with regional decisions

I have been unable in my current game to start any regional decisions in Novgorod, Minsk, or Petrograd, despite having nearly 100% military control in all three areas. Mogliev has remained persistantly loyal at 100% despite having been taxed out the wazoo. :neener: I imagine these are bugs. I'll send the save game if anybody would like.

In my previous Red campain I noticed that special missions became possible in Novgorod and Petrograd (not sure about Minsk) after I declared war on Balts. And yes Mogilev (Orsha) is always 100 % loyal.

Playing a CG as the Siberian Whites using the new .exe file you posted recently, I noticed that the Siberians couldn't do missions in Tomsk despite having 100% MC. I was able to start a mission there on turn one but the next turn it said the mission "was no longer valid and was cancelled" and subsequently I can't do any missions there whatsoever.

As the Reds, I'm noticing that there are a number of areas where no missions at all are possible - neither requisition/recruitment/cheka, done in areas you control, nor subversion, done in enemy territory. Presumably one or the other sould be possible anywhere for the Reds. Or are there other limitations on subversion I don't know about?
