I see from other sources that you wanted these to be much more expensive but you seem to have pretty much priced them out as options. For 25 EPs and 5 NM you get 200 conscripts. As the Reds, that translates into about 8 poor-quality divisions, 450 or so combat points. That's a small army, in return for not doing any other option play for four or five turns (or maybe six, if the enemy is advancing), and the 5 NM decrease. NM is really hard for the Reds to come by in the early going. I don't expect these options will be used.
The recruit party members one is useful, though. 1 NM loss doesn't seem so difficult.

But as much in ROP options were central, in RUS there are complements to the special Ops system. They have pro and cons, but requisitions and conscriptions must remain central. Tambov rebellion was the direct results of one more requisition operation.... Options are easy, even with the current cost ( and depending of the results, we may yet raise the EP cost if needed) because when you have 110 NM after some large victories, losing 5 NM isn't so much. But creating rebellion in its rear and losing NM is much more challenging.
