I'm Goodwill Hunting

The tool-top on Galveston Harbor says the there are two exit points, Galveston Bay and Goodwill Landing, but for the life of me I have no idea where Goodwill Landing is supposed to be. The graphical representation of a bay in the Galveston region doesn't seam to have any in-game meaning, and the coastal region directly south of Galveston is Brazos Estuary.

Where the heck is this Goodwill Landing?

According to the tool-tip, I have enough units in Galveston Bay to blockade it, but Galveston is still not marked as blockaded.

Where else to I have to have units to blockade Galveston?

Goodwill Landing is the river region next to Houston and Galveston.
