Grand Offensives and other stuff

Hi, just a couple of question. Am in May 1915 now with my first game, and did the first production/research/political choices in December 1914, IIRC. Am I now (May '15, Military phase) supposed to do this again, or how often in a year is production/research/political choices to be done?
And as far as Grand Offensives are concerned, where are they to be planned? IIRC, the manual states that beginning in 1915 such offensives ought to be planned, but I just can't find the right button to hit.

OK, found one answer myself reading through some posts. Found the button for the Grand Offensive planning.
It's maybe just that I'm not reading carefully enough, but I have the impression that the manual is a little deficient in actually telling players how to do certain operations, while it is very detailled in explaining how they are working. Just my 2 cents.
