Political actions questions and issues

The Change political regime option is grayed out. I can’t find any perquisites for playing it in the manual or board rules – what are the requirements for Russia to try to change to constitutional monarchy?

The board game rules and the text in the action “make promises to Rumania” seems to suggest that England and France needs to take that action concurrently but England doesn’t have that action available. Can France simply pick it herself?

Regarding that action to improve wartime economy. Where can I see what the current level of wartime economy is?

When you mouse over the button that brings up the economic overview of the currently selected country, a tooltip comes up that shows the current level of wartime economy.

I guess Revolution must be ongoing in Russia.

Forget it. Can be done by France only. It's a mistake in game text.
