USA National Morale Gain/Loss For Richmond

I have been playing the April 1861 with Kentucky campaign as the USA. I captured Richmond some time ago and gained (I think) 50 NM.

In July 1863 I was getting along nicely with 143 NM. I felt I was getting on top of the enemy but was some way off from victory particularly in the West.

Due to a defensive SNAFU in the East I lost Richmond for literally 1 day (between day 15 of 1 turn and day 1 of the next turn).

Now the strange thing is that I ended up with a +40 NM advantage out of the whole situation. It seems to me (from examining the previous turn files) that the US lost only 10 NM when it lost Richmond, but gained 50 NM when it regained the city.

This gave me a rather cheap victory as my NM now exceeded 185 due to a few minor successes elsewhere.

This doesn't really seem right to me. You would think if you lost and almost immediately regained an objective city you would remain approximately the same for NM. In fact the CSA remained the same, they seemed to gain 50 for the recapture, and lose 50 for when they lost it again.

I wonder if the issue is that they moved their capital back to Richmond in the one day they held it for. Maybe that changed the points value for the city and caused this glitch in the NM scoring.

I can of course play on with the game until I feel I have got a real victory. Does the NM level affect game play much? If it does I expect I can edit one of the game save files and knock my NM down by 40. Can anyone tell me which file to edit, and what to change.

I'm the CSA in late 61, I lost Richmond and then gained it back, it seems that that the 50 to 10 rule still applies, as The USA still has morale above 170 even after I took it back. I'm on the 1.16 latest beta. This may be intentional to force one to defend the capital to the last extremity. So, now we know.
