Planning a Grand Offensive in 1916 Scenario

Hi, I've just started the 1916 scenario (original game, patched to 1.06f) and I'm wondering how do I go about planning a Grand Offensive for 1916? The manual says that Grand Offensives are planned at the end of the previous year but as the scenario starts in Jan '16 does this mean I can't plan or conduct a Grand Offensive for this year?

I don't know why the manual says that because I don't think it's true. I'm playing the campaign scenario and planned my 1915 grand offensive in 1915, not the winter of 1914.
