Balloon & Monitor

Is the balloon unit you receive in June 61 supposed to be moved to Queens, NY?
Shouldn't it show up in Washington?

Is the Monitor supposed to be ready in June 61?
I read it was commissioned 25th February 1862

The code about the balloon has been mentioned. In some versions of the game, it's coded to appear with the "biggest army" which, unless you check all your stacks, is the Atlantic blockade fleet. Since the balloon can't be on the ocean, it appears at a port. I've seen the balloon appear in just about every port north of Baltimore (exclusive).
At this point, if you're still having this problem, you'll have to wait for a mod to come out.

Ok but wasn't Norfolk lost quite early and still it took a long time till the Virginia was ready, so shouldn't there be some kind of delay in this event row?
