The timeframe of 1815-1850 (from the end of the Napoleonic Wars to the start of VgN) was a different game in its premise. Basically, this timeframe was when one political power (reactionaries) dominated the politics of the world. It was relatively peaceful, shaken up primarily only in the late 1840s (european liberal revolutions, etc).
In 1850, you have the beginnings of the realization of nationalism, born out of the 1848 revolutions. VgN is a game of realizing this nationalism (or trying to quash it). Starting any sooner than 1850 will just serve to detract from the main idea, and add extra game time to an already long game for no
real need. For any game, it is hard to decide on a starting point, as everything in history is influenced by something that happened earlier.
Most other AGEOD games are simulations of certain wars (Napoleonic Wars, American Civil War, Prussian Wars, Wars in Early North America, etc.).
