What is in sole control of ......... city?

It's not just capture it?

What's more to do?
I capture a city mention in scenario description, but it's not over.

What's the problem? That you are not awarded control of the city on the Objectives page??
If the region is less than 50% loyal to your side you will need to garrison the city with a regular (no militia) unit to control it.

The scenario description is misleading. It's not just capturing a city, it's getting your NM above the victory level, getting the other side's NM below the defeat level, or having more VPs at scenario end.

the other way is to capture all the cities required by the scenario

That's in WIA. In AACW, morale is the important thing.

i've only played AACW.true,as union player NM usually wins you the game but when i play the confederacy taking all the cities does it(they 'only' need bowling green and washington).
