Great Sioux Uprising

Sorry to spam you with so many tiny details: I am running through the game testing industrialization strategies, and this allows me to zip through 5 years relatively quickly. As I have seen unexpected event results in later years (that I normally never get to in battle mode), I thought I would share them for your evaluation.

In 1862, the Sioux rise in the Great Plains. The Union event directs me to keep 3 units there until 1863, or lose VP. (Ironically the VP loss is minor.) Having failed it a couple of times, I decided to park some units there in advance, as my clairvoyant strategy.

It still fails every time: -25 VP lost in September 1862. Don't know why. Doesn't seem to matter if I destroy the indians or not.

Is it possible the minus sign is reversed?

And, from the CSA point of view --- in all the times I have played, those three Indian units end up destroyed because of lack of supply. All but once. That was recently, actually, 1 unit managed to hook up with Waitie.

What is this event all about anyway, from the CSA side?

Then it is firing incorrectly: being prepared in advance, and placing several infantry and cavalry regulars there ahead of time, the failure notice triggers every time.

25 vp isn't much to worry about, but I did want to give you the heads-up. I will recreate it and capture the turns for you to analyse, if that would be useful.

Should one have to be prepared in advance of the uprising notification (with three units prepositioned) in order to avoid the VP loss? In other words, if I don't have three units already in-place when I see the uprising notification, then am I in a "nothing I can do about it now" mode?
