Supplies

How are certain "supplies" used; i.e. Naval Stores and also found SUCRE(sugar) Supplies in British West Indies.

Hi and welcome to the forum! :)
These are not there to be used up.They are just historical flavor units to represent important merchandises.
They are there for you to protect form the enemy or capture/ destroy them if they are not yours (they should give you some VP)
