Building Forts

[It's a Trap]

Is it possible to build forts on stand alone Harbors? I'm basicly trying to make FT pillow and yet with 4 art and a brand new wagon with 100% MC I can't build the fort. Is this not possible?

I don't think so, i once destroyed Fort Monroe in order to build another stronger fort with 4 guns and a wagon and realized it was not possible !

What a big mistake !
