Supply and Starvation in the 1864 Scenario

I've been playing as the Confederates in the 1864 scenario, and a couple of months in, I face a major supply crisis. Lee, Johnston, and Polk all lose supply at the same rate until the men begin to disband because of starvation. I have replayed the scenario and tried to anticipate the crisis by industrializing Virginia and Georgia to try and boost general supply, but this has not worked. Normally, industrialization starts new supply and ammunition production within a few turns, but no new production has started, and the armies begin to starve and disband at the same rate. I've also sent out blockade runners, but these seem best for war supply and money.

What am I missing?

Your situation is a bit strange. I have finished a pbem game and my opponent succeeded to supply without any problem some 20 divisions in Virginia for 2 years, mainly between Fredericksburg and Petersburg :bonk: !

Generally speaking, if you have enough depots and sufficient railways in order, there is no reason for your troops to starve.

Check it with the supply filter, it will probably give you the answer.

Make sure all your corps/army stacks have wagons. Make sure they are sitting in a region with a depot/town. Don't leave them in a non-town region for too long, or if you do give them more wagons.
