I flew over that map this weekend. I had just hit the "F" key to drop flaps and come in for a landing at Paris when all of sudden it dawned on me that it wasn't a flight sim, but for a moment the landscape really had me going.

You are correct. The French flag is there as the player is playing as France.

Looking at the area shown made me wonder, will players be able to build the Panama Canal, the Suez Canal, perhaps others that never were built? Obviously they have a huge impact on naval operations and trading. Both the Panama and Suez Canal were major undertakings that took diplomacy or at least gunboat diplomacy to achieve.

So i'ts a tops down 2d map as the previous ones but you can tilt it so it looks 3d-ish

No, 'Turtledove mod' must run through at least 5 incarnations - and each time it dies it must be suggested as a brand new idea Quite how it differs from a Confederate Victory mod I've yet to determine, but I know that Turtledove mods have their own rules to play by...
