Garrisons and Corps

[v1.06] I'm having trouble reconstructing after combat...

In August the German V Army is deployed between Thionville and Metz, with the interception flag set. Both regions have forts with garrisons. The French attack Thionville, the Vth Army units in Metz move to Thionville as expected.

In September the whole Army is in Thionville as a single stack, with both the Metz and Thionville garrisons now included in the stack. Vth Army as a stack is now too big to be reorganised, too many units.

With a bit of fiddling I've managed to "restore" the Vth Army:
- take the Metz and Thionville garrisons out of the stack as independent detachments so that Vth Army is now small enough to be reorganised, and order the Metz garrison back to Metz;
- take the Vth Army units which are to return to Metz out of the stack, then drag'n'drop them again with the right mouse button held, so that they combine as a detachment of Vth Army, then give them move orders.

The Thionville garrison refuses to stop being a detachment of Vth Army. The Metz garrison I manged to detach as an independent - but was then able to make it a detachment of Vth Army again. This is a bit baffling as my first shot at reorganising failed with a "max corps per army" error.

My questions are:

1) Why does the Thionville garrison join the Vth Army stack, why does the Metz garrison move to Thionville and join the Vth Army stack? Shouldn't they stay where they are in their forts, separate from Vth Army?

2) What overall command do the garrisons belong to (if any), and how do I get them off the map and back into their fortresses?

German garrisons are free, the lock-garrison rule is not in effect for Germany. The other Entente countries have instead to adopt the political action "Free Fortress Garrisons".

Once released from the fortresses, garrisons cannot be reattached to them, in the PC game. This suggests me I should add such a feature in the Stacks Reorganization window, scheduled for 1.07. ;)

There might be an easier way to handle attaching/detaching garrisons. If you click on a garrison, there is in the unit panel a button that says 'Go to Fortress', which just makes the associated fortress itself selected. What if the button was changed to 'Enter/Exit Fortress'? If a garrison was outside a fortress, you clicked the button & the garrison was instantly put back into the fortress. Similarly, if in the fortress, press the button & the garrison is immediately outside. That way, attaching/detaching garrisons does not have to be associated with the Stacks Reorganization window (one less bit of info that has to be considered when creating it), and it makes attaching/detaching simple (just one button to click & instant results).
