Coastal gun bombardment

That's straight from the user manual. The way I have always understood it a fleet can only be bombarded by coastal batteries when it moves into or out of the gun's adjacent coastal region. AmI just mis-reading this, or did this get changed with a patch? I just had a stationary fleet bombarded in my PBEM game.
