Strategic Cities Filter help

I thought I understood the Strategic Cities Filter, but it seems I don't. I am playing the April 1861 Full Campaign & the screenshot is from after the game has gone many turns.
For instance, this was the pattern (I thought)
(1) The colors
1a) light/dark grey for the CSA
1b) light/dark blue for the Union.
(2) Importance of City
2a) Scenario Objective has back ground of region & city name colored dark (blue/grey) depending who owns it.

2b) If the City is a "Strategically important City" (ie is 2 or larger) but not counted as Scenario Objective) has region background colored light (blue/grey) & city name colored dark (blue/grey) depending who owns it.

3c) If city is a size of 1, then it only has the name colored light (blue/grey).

However, when I look at cities like Hillsboro, New Berne, & Norfolk, they do not seem to follow pattern. They only have the name colored light. I am not saying that they are 'broke', but rather that maybe my understanding is wrong.
For instance, I would have thought that Norfolk, should have its region & name colored, but it only has the name (and it is a Scenario Objective.
I would have thought that Hillsboro & New Berne would have their region background colored, but they don't despite the fact that they are level 2 & 3 Cities.
Can somebody explain the color scheme?
