Entente declare war on Belgium" event card

What are the conditions for playing the "Entente declare war on Belgium" event card

I kept it, as the CP hoping to use it to force France to DoW Belgium and thereby antagonize Britain but that doesn’t seem to work?

I think, the prerequisite is that you are Entente. ;)

I'm playing CP in Grand Campaign 2-player. It's now Jan 15, I've had the same card the whole time and haven't been able to play. I assumed it was because I declared war on Belgium with my war plan.

Then I don’t really see the purpose of the event. I mean the Entente can declare war on Belgium in any diplomacy phase anyway, right?

Yeah, I wish the CP could play this card too. I actually thought it was a CP event card, forcing the Entente to declare war on Belgium, and an advantage to the CP. In fact, even the description of the event makes you think it is a penalty for the Entente, as they involuntarily give in to their suspicions of Belgian 'neutrality'

IMHO it would be rather gamey, though, to force other nations' foreign policies like that, though. I can see influencing diplomacy negatively (Zimmermann Telegram), but I find forcing two foreign nations to war a bit too powerful, to be honest.

I hope this card will be getting fixed- it still doesn't do anything in 106h
