Why Naval Supply Transport = 0?

I've never seen this before: my (USA) naval supply is zero!

I think I have plenty of transport to be something greater than zero:

Anybody have any idea what's going on? No transports being used for ferrying troops.

Hi!

Only transports present on the shipping lines box count for the sea transport pool.
It seems you have all of yours at port. :bonk:
