What does the resource font change mean?

It kind of goes a different color when you get low. Does it mean you're not covering all the excess costs like forming divs, repairing RRs etc?

Do you mean when it goes red? I'm pretty sure it means you're in the red. :D

That is, your planned expenses for the turn exceed your stockpile and/or savings plus expected income - you're running a deficit. As opposed to, umm, being in the black, I guess.

What I'm not sure about is what happens if you click "next turn" while in the red - I suppose certain things don't get built, paid for, whatever - but how that's decided and according to what priorities, I'm not sure.

It means you have spent all that is available of at least one resource. It changes at zero, which could mean that you've made the most efficient use of the available resources. New divisions, railroad repair, and inflation are not included in this calculation.

When it's red (or just too low to account for everything), the first thing that happens is new divisions don't get payed for, so the division leader stats all stay at -2 and no new divisions can be built. Then railroad repair doesn't happen, then some new units don't get built (apparently at random - there may be an order of priority, but I haven't figured it out). If money is the resource in question, and a financial option was chosen, then leeway has to be left for the increase in inflation caused by that option.
