How do you merge two under strength brigades (say 2 militias) into one?

To merge two militia units together just press the 'ctrl' key and highlight them both. Then with the 'ctrl' key still depressed hit the 'C' key.

In addition it will only works with certain units - in this case two militias. It also works with Zouaves and sailors.
