And no, I'm not refering to Scott or Cooper. I know, they're locked and disappear relatively early. But I wouldn't use them even if they were active as they have pretty bad stats.

however i read up on why in the game he isnt playable and as i read he had much devided loyalties as he and i qoute was "close friends with Jefferson Davis" and "also became the brother-in-law of future Confederate diplomat James M. Mason and later the father-in-law of Union General Frank Wheaton. his wifes sister, Ann Maria Mason, was the mother of Confederate cavalry general Fitzhugh Lee, the nephew of Robert E. Lee." so you can see he was much split to fight for either cuase to protect his family.
