In your first few turns, when you don't have a whole lot to do, it seems a good idea to transport 1 general per turm to where you will need him in the trans Mississippi and Western theaters once you get your first wave of troops going, keeping in mind, you have some better generals on the way later to cerwate armies/corps in those theaters, as well. Unless you change the settings, you get one free teleport per turn so take advantage of it!
Also, remember you can stack 2 generals together to offset the "independent" penalty. Doing so wisely can create some fairly powerful stacks out West long before you get to create an Army and Corps out there. Throw in a signal corps and/or ballon and the fact your independent divsion is totally free of the numbing influence of the overly cautious Union Generals in the East and you end up with a great weapon at your disposal. Use a general who is promotable and you should be able to have him climb the ranks quite easily.
