For starters, What version of the game do you have installed? The tutorials were reworked in the later versions to account for changes made to the game.
I currently only have access to the tutorial that comes with the latest version of the game (v1.15). This more recent tutorial uses the 5th Division NOT the 6th Division for the merging lesson so there was probably a reason for that change in the tutorial.
I suggest you update to v1.15 and then run the updated tutorial contained in that update version. At least then we will be on the same page for troubleshooting questions.
