Seems to that seniority and promotion is a bit bugged. For example in a current game Murat has seniority of 1, but try to give him an army to command and the tip says soult will get pissed for being passed over. So we hunt down Soult and he has seniority 1 too. So lets give him the army, I'm not fussy. Except Jourdan will get pissed and it will cost us 4 NM and 1000+ VPs (overkill?). So we hunt down Jourdan and he has seniority 4 (ideas above his station?) and Soult will get pissed off and it will cost us.
So the loop is complete and to get an Army commander will cost us as much as half the Pressburg victory points.
1) There should be a better way to view the seniority list in completeness rather than hunting around.
2) These loops shouldn't happen
3) The NM and particularly the VP loss is overkill. It should make player have to think twice before passing somebody over, but it shouldnt cost the equivilent of 20 turns of VPs for our absolute ruler to promote somebody slightly out of line. Its far too prohibitive.
I think the ACW system worked well but maybe it was due to a much smaller pool of Generals. In WoN seems very likely will be rare to force a promotion through. And from my observations for the French at least in the above example then even at seniority 1 something is broken and lower seniority generals are objecting. This is not the first time I've seen it, but the first time I've had a chance to comment
