Well, if you take the time to think about it -- this was one of the key strategies that the Union implemented early in the war, and quite effectively -- that is, the capturing and effective blockading of Confederate ports. By April 1862 the Union had taken Cape Hatteras, NC; Port Royal, SC; New Bern and Roanoke Island, NC; and, worst of all, New Orleans, LA.

The result was a crippling of the South's industry and the reduction of blockade-running, even though the latter was a nuisance until the end of the war.
