There are some other factors that come to bear also on the calculation of the percentage, which I don't remember offhand, but I'm sure someone else will come forward here shortly and elaborate more on these other factors.

The first thing to keep in mind is that the percentage will represent what you have in the blockade box with the smallest force, i.e. make sure to keep the blockade fleets in the blockade boxes roughly equal in size. This also means that if you e.g. are only adding ships to your Atlantic blockade, you won't see any rise in the percentage.

As discussed elsewhere, there is some impact from brown-water blockading certain CSA ports (or denying use of them by e.g. invading them), e.g. Charleston, New Orleans and Norfolk. The impact varies from port to port, but I don't have the exact list in front of me; as per the discussion going, it is likely to change soon in any case

Well, if you take the time to think about it -- this was one of the key strategies that the Union implemented early in the war, and quite effectively -- that is, the capturing and effective blockading of Confederate ports. By April 1862 the Union had taken Cape Hatteras, NC; Port Royal, SC; New Bern and Roanoke Island, NC; and, worst of all, New Orleans, LA.

The result was a crippling of the South's industry and the reduction of blockade-running, even though the latter was a nuisance until the end of the war.
