Short questions on total blockade

"We have decided to inspect all ships ... " (F8 tab)

1. What does this actually do?

2. Can I / do I have to declare this every turn again? Unlike other options, this one stays available even though I have already selected it before.

(Likewise, it appears my opponent can declare an embargo on cotton and raise the foreign intervention level every new turn? At least he did it now two turns in succession.)

The effects are described in the option text; you gain some VP (and NM?), some money and an adjustment will occur for foreign entry (most likely to be a reduction).

Options are in most cases reset once every 6 months, in come cases (like mobilization) once a year. Once you "play" an option, it'll be in place till the next reset, when you can sign it anew (or not). Some options, like the Emancipation Proclamation and Colored Mobilization don't reset; once played, they remain in effect.

I'm not sure if the reset occurs in late December or early January (and again in late June or early July for 6-month options), but you'll see this in your game.

That's it then. It is the Early July turn, so my opponent would have selected his option for the first half year in June and then again for the second half in July after it reset.
