Region Control

[size=100]Playing as CSA: City & Harbor captured and large force has occupied region for over 2 years.
Holding cursor over the region will of course display a tooltip with several lines of text.

A few lines down in that tooltip the display reads…

“Rebel: 0% - Union: 100%”
“Illinois, West”
“Controlled by Confederate Stats of America (100%)”

I do not understand why the above region “Alexander, IL” never increases the value of “Rebel: 0% - Union: 100%”?

I have notice in other regions that this value does increase over time. I fact if I do not leave a small force in a region until it reaches “Rebel: 51% - Union: 49%” and my force leaves, the region changes back to Union control (flag changing back to the Union flag). I understand the mechanic behind this. And a lot of the time I only have to leave them there for a few turns.

What is the problem with Alexander, IL” region?

The problem is that you are a southern oppresor and the good people of Illinois are yankees at heart and they resent your domination! :indien: :niark:

You control the region military (Check the last line on the tooltip) but not the minds and hearts of the population. :indien:

If you don't keep military presence on the region you will lose control of it in some turns.
Differnet regions have different loyalties for south and north, as was on the real war. When the population loyalty is split between north and south is easier to gain approval. On extreme north and south loyalties region is very difficult.
You can tweak this to some exent changing the level of liberties you give to the people on this state. Itis on one of the ledger pages. You an choose between full righ!ts, suspension of the habeas corpus, military law...

I was kind of expecting population resistance (can’t please all the people, all the time).

I have on occasion change the level of liberties, in the ledger, you can give to the people in various states, using it in mostly in Kentucky and Missouri. Does it ever become an option in some of the more northern state like Illinois, or even some of the more southern states (if playing the Union)?

Great game, once you get past the steep learning curve!

It becomes an option when you control a certain number of strategic cities in each state. Cairo alone is not enough to make it an option for Illinois.

Playing as the Union, I have noticed that controlled Southern regions do shift loyalties to the Union when garrisoned. However, it is a slow process and I have never had a former CSA region progress to a 51% Union loyalty by game end. Playing with the level of liberties does speed the process up, but not enough to make a real difference.
