You make your changes in the modding .xls files available in a sticky on the first page of the modding forum. After you make your changes you save the files as .csv files with semi-colons instead of commas (Open Office is best for this as I cannot confiqure Excel to save .csv's with semi-colons instead of commas), then run the .csv's through the CSV splitter program, copy and paste the files to their appropriate location, start the game in edit mode and look to see if everything is the way you want it. If it is hit save and the scenario is saved. Quit and restart under normal mode.
It takes a while to get a feel for how the game is edited. If you goto the Mod section, go to the last page and look for a post by me "Need a how to." Primaspirit gives good instructions about halfway down the replies.
